Dallas County judge asks Gov. Abbott for stricter COVID-19 restrictions

Despite forcing bars to close again and reducing restaurant capacity, Dallas County Judge Clay Jenkins doesn't think the governor is doing enough to deal with the surge in COVID-19 cases.
